Is it good to avoid country that takes high cost for some keyword?

Hi, i need some suggestion for adwords exprert
I have ran my adwords since 1 week ago. Today, i pause the campaign and have supprissed, because some of keyword is only clicked by country that has higly CPC
.
for example, I targetted "keyword A", I use phrase match. In country A, the CPC for this keyword is $1, but it has higher monthly search volume, in the other hand, in country B, the CPC for this keyword just $0,09, consequently, it has very low search volume.
When I look back to my adwords report page, I saw that, from keywrod A, I get a lot of click from country A, so my budget is depleted quickly. Additionaly, I get just few clicks that come from country, that I really targetted it, i called country B. And some of this clicks convert to a lead.
So, is it good idea, to avoid country with higher CPC but higher search volume, but not targetted and just choose country with low CPC, low search volume, but it's targetted?
And how to find keyword that really searched in certain country?
for example when i search keyword A, it's get high search volume in country XYZ, consequently it has high CPC. but very different in country B, low search volume, and low CPC. which one is good?
