Importance of copy-pages?

Hi all,
I need your advice, please.
got a client who wants his website to be redesigned and transferred to new domain. The problem is the current website has more than 2000 copy-pages with the same content. Only difference - suburb name in URL (eg. http://www.domain.com.au/services,as...l,suburb1.html and http://www.domain.com.au/services,as...l,suburb2.html etc) and post headline (the company servers many areas).
I'm not quite sure what to do with all those pages? Does it worth to transfer them as well and setup the 301 redirect to new pages? Or do not copy them? How does Google rank c-pages or does it look at them at all?
many of them will have exact content, title, description and only difference will be suburb name at the end of title metatag and post headline.

    It would be best to rebuild the same url structure on the new website and then do a wildcard 301 redirect via cpanel. That way olddomain.com/suburb1.html redirects to newdomain.com/suburb1.html and all the backlinks from each of the old pages gets passed to each of the new pages.

    Another option that's not as effective would be to redirect any 404 errors to the homepage. Do that if you're going to make a completely different site and the first option isn't viable.
