I received a message about that i have problems with quality guidelines on my website. I checked and ALL is fine. I have unique content.
Guys that know very very good the on-page SEO please tell me here and i will pm you the website to tell what i need to change.

Yes, i got 2 days ago, negative response.
But i think the operators didnt checked again the posts (i told you in email when they reviewed the website) to see that i removed all the tags. Also i had 3 fake reviews in my website (i have gamepress theme so created them for increasing conversion) but now deleted all 3 fake reviews. Yesterday sent again a reconsideration requset. Now wait for a positive answer. (also in html improvements they updated and tell my i dont have any issues with html).

Lol, i don't have made any Off-Page SEO personally, just i bought a 12 keywords package from nik0 who is a great member and i have only quality backlinks. So it`s not a off-page seo problem, it`s an onpage seo problem. Btw i will wait 2-3 days for a new response and i hope it will be positive this time.
About the message, it was in romanian but i deleted it. The message told that my website have quality guidelines problems (not specificy exactly)

OP got the webmasters message 2 weeks before he placed an order with me, then we always take around a week to get the content written but 1 or 2 days after the order he started to experience huge drops in rankings, so yeah links were not the issue, as he had 0 links at that time.

The site did have about 7-10 tags per article, that were only assigned to each individual page, so with a total of 30-40 posts/pages that resulted in 30-40 sets of 7-10 duplicate pages so I adviced him to remove those tags, but the reinclusion was already filed about a week before so probably that stayed unnoticed by the Google team.

For the rest all the pages were based on a template with some unique content on each page, around 100 words (first paragraph) if I have to guess and the rest were instructions that are the same on each page, but those instructions are pretty necessary for his site's purpose, so I adviced him to put those same txt's in images instead of written txt to avoid duplicate issue's there.

Now I'm not sure if that will solve the issue but at least you exclude some potential issue's that way, now it's waiting for the outcome of the 2nd reconsideration request, and I understand that OP wants some extra opinions on the matter. I don't know everything either.

Thanks for the explanation. I also had 3 fake reviews on my website created (not accessible from homepage but that appeared in Google Search) about hack tools that working. It can be because of the fake reviews (i deleted all 3 reviews and also from Google cache through the Remove URL`s tab in WMT).
About that template, like i said, all my competitors had a post template like this, also i had a template on Applications Hacks (you know nik0 this website) and didn't received any message from WMT. So i think it isn't this.
It can be something else but i don't know. Anyway lets wait for the 2nd response from Google Team, after removing tags, the guide of download and the fake reviews.
Also guys if you have any stable suggestions to improve the on-page, that causes Google to give me a message, please tell here. (first tell me to give the website through pm).

Copied content from other sources already provides you with the answer, as 2/3rd of your pages are guidelines and duplicate information, so put that in images instead of plain txt and your problem is probably solved. Makes no sense to file reinclusion 3 times when I already adviced you this MANY times.

Saying that the other sites didn't have received the message has nothing to do with this. There are millions of sites that are designed even more poor and they also never receive a message so that whole argument is as invalid as it can be.

I never heard about such messages coming from Google. Yes, i do usually get server errors or page not found in WMT.
