Google not that strict in non competitive countries?

Hey guys,

I just dived into foreign markets and doing pretty good. Not much competition and easy to rank. However I often see spam sites ranking in the serps, even Wikipedia doesn't seem that strict when adding random sites to the notes.
Is there a difference between i.e US sites and little european countries? I mean panda would've killed the serps over here.

    Don't know, but I have seen similar pattern in my non-us searches, not talking about .au or .ca, but .ee, .se, .lv etc... blog comments and profile signatures are still rockin

    They probably have some very strong links besides the low stuff, that's why they are ranking.
