Here's what you can do:
File a DMCA complaint, to throw out the content he/she has stolen from your BLOG.
Or Start a new blog.

Your decision, In past I have successfully removed a blog which was copying my content within 24 hours.

If all else fails then go on fiverr and pay for the biggest backlink blast using the worst backlinks ever (blog comments, profile links) all using the same anchor text that he has stolen the keyword for and get him a Google penalty. Like Chase Watts said though send a DMCA take down notice to his host.

I feel for you bro, anyone who messes with another mans livelihood like that is a real scum bag. I really hope you manage to get it sorted.

If you can prove this without a doubt and you had a copyright notice on your site at the time he stole your content, talk to your lawyer and rinse him through the courts. Claim loss of income due to plagiarism.

Check out what backlinks they have and try to get backlinks from their. Also try to get high PR backlinks from relevant sites.

If that happened, then your site was nothing to begin with.

Besides, you people act as if United State law transfers across
borders. From the highly spammmed countries, sadly, it
doesn't.

The only thing you can do, is make your site better!

Newsflash: Your content is stolen and passed around the
web all the time. So what? Unless you are a music or
movie company, not much you can do. It's called
the cost of doing business on the internet. I don't even
check such things. Why should I? To be shocked into
thinking I can do something? Hardly. I have enough stress
as it is.

Google tells you one thing, over and over. Make your site
better, continue to do good things, and the crap that others
do will not matter.

As long as people shmooze google, people will try and
shmooze the schmoozers. It's a vicious cycle I want
no part in.

I rarely use Google for research anymore. If I'm looking for reliable information and search results, I turn to duckduckgo. If I want to buy something from Amazon or an affiliate website, I use Google.
