Using article submission in english to build links to articles in portuguese

Hi Guys!
I´m working on a niche site using the strategy of building links manually (posting articles in directories) and builiding web 2.0 properties. The site is in portuguese, and so are the articles and the directories (.br from Brazil).
I wanted to follow the direction to build links to the articles (not pointing to my URL but to the directory url) using "Unique Article Wizard". The thing is: it only works for english texts and it post in directories in english.
My Question: Is it ok to build links to my articles and web 2.0 properties from american directories, with texts and keywords in english? Should I even bother to pay the monthly fee and expend the time, or will the impact not be so significant due to different language (consequently different anchor text, kws, etc) ?
