It's possible and it's a common.
The PageRank that website had is a PageRank's rank from former google pagerank update..
And not yet become real/updated pagerank.. I think if new google pagerank update, that website pagerank will decrease..

I cant believe this, Can you show us one or two example of it?

Doing proper On-Page is one way to get rankings in Google. Apart from this there are other Off page activities, as well.

As for increasing your rankings... Create great content, encourage social sharing and activity. Participate in guest blogging on "active", relevant blogs that actually gets traffic and has a "readership".

Create Google Authorship and build on that.

Just think quality and you can't go far wrong.

First of all, your on-page activity should be good for better result, if you are doing link building then build slowly, it would help a lot.

Well pr of 4 is nothing, i have seen also fake pr of 9 and also 10, really interesting. I don't understand really how this guys are doing this.
