Duplicate Website Design With Different Content- Can Google Pick Up On This?

Hello all,
This is an SEO question regarding Penguin. I currently have a website and have recently duplicated the exact same design, but changed all of the content on it. My first impression was that this would work, because Google only reads the text, but I have had trouble getting the site indexed. Anyone have any idea why?

  I manually submitted it to Google's index, but hadn't set up the webmaster tools yet. I've also pinged the site from several other links that I've built back to it. Webmaster tools is set up now and the sitemap has been submitted so hopefully that does the trick!

Yeah dont sweat that. A lot of people use the exact same template in WordPress. It's more about the content. Like rjames said, make sure you have a sitemap submit plugin installed and definitely sign up for google webmaster tools to submit as well.

  Also, this is not a Wordpress site. It's a custom site written in HTML, javscript and PHP. The other site ranks very well, but this one is just having issues getting indexed for some reason.

It's not the duty of any search engine to dictate how many times a web design template can be used. What matters is unique content, as well as making sure the design is search engine-optimized.

Just throwing this in there, but site design is still part of the content.

But probably won't have any effect. Themes are used all the time and that's pretty much the same thing.
