Google Local = That Bipolar GF You Love & Hate

Or any monkeys as you will shortly see.
But why is google local always changing the way it displays?
I'm not even talking about websites dropping in and out of the 7 spot. I'm talking about the entire 7 spot changing the keywords it shows for?
For instance, for a long time, 4 of my bigger keywords, never had any google local results. So naturally I've been working on those keywords for a bit on my website.
Well I wind up making it to page 1, between positions 3-5. Then google local does their update a couple days later, and out of nowhere the 7 box pushes all these keywords down to 10-12. This never happened prior to the update (for these specific, state targeted keywords).
Now I'm not mad, because I later realized that the most competitive keyword in my niche, a keyword I'm not even targeting, popped up #5 for for my google local. Then a couple smaller keywords popped up as well. And this resulted in a small net gain.
However, all this random 7 box crap makes it impossible to have a specific strategy.
Throw as much shit as possible, against as many different walls as possible, then cross my fingers and hope some of that shit sticks.
Thats it! No frills no thrills no automobills, just good ol fashion shit throwing.
The more I'm learning about local SEO, the more and more valuable this "model" is becoming for me. Its no longer a sensitive, keyword specific approach. Like "I'll focus more on keywords a, b, c, d, & e".
I feel exactly like a monkey pooping into my own hand, then I launch my feces at mach speed all over the walls... as I laugh at all the monkeys trying to hit specific targets.

Its already begining to form in my brain...

But I still see immense value in a WSO like this.
