How to SEO for a specific location

I was wondering how you seo for a specific location, without using the location within the phrase? As an example:

You search for "used cars" and you get

1example .com
2example .com
etc

And if you click on search tools underneath the search box on Google, you would probably find your location set for the city where you are surfing from.

And if you choose to set another city, the search results might be different.

It would be interesting to know how you target users that search from a specific location, without actually using the location in the phrase. I'm not sure I'm clear enough, so here is another example

I want to rank in top of Google with the search phrase "nice horses", when the location is set to New York.

Of course without using Google + for business.

Any advice?

    Actually Google introduced Google plus for this purpose. When someone search "nice horses, new york". Google will display local list first. Because you are looking local market.

    So what is the problem if you add name of location with your keyword?

    You are supposed to do this, it is basic of SEO if you are doing local seo...
