Do Reciprocal Links Still Work for Penguin Update 2.0?

Hello,

I have a question about Directory submission and Reciprocal Links. Some Directory submission website still need to put there links for Reciprocal Links.

So i want to know is Reciprocal Links still works for Penguin update 2.0? Is it ok for natural backlinks building?

I don't think there remains any value for reciprocal links but sometime you may get direct traffic from those.
