What would you do in this (seo) situation?

This is the question i would like to have answered!
Im from the Netherlands and we speak dutch, so this means that most people search on google in dutch keywords.
The search volumes on dutch keywords are obviously way less then English keywords, also the competition is a lot less..
When trying to rank high for a keyword is it wise for me to use a dot.COM or should I use a dot.NL website since dot.NL is the main extension used in the NetherLands.... Wich one would rank higher??
And what about backlinking??? If I have a dutch website with a lot off backlinks to all these websites in the English language... would that have any effect????
I'm very curious about this since the internet marketing and affiliate marketing here in the Netherlands is not developed yet... when I search on a topic in English terms, I wil find like gazillion e-books on a topic.... and when I search in dutch I would have a hard time finding even 2 good e-books.
I believe I can really profit from this situation.... But I don't know where to start ... I feel like all the things I am learning are way ahead to the game here in Holland.. I am learning all these terms and good stuff from people like Russel Brunson, Justin Brooke etc etc while most people here never heard from affiliate marketing before.... the internetmarketing and selling digital products here in the Netherlands is just starting to take off... and we have like No gurus at all
Should I just go for the dutch market???.... or should I try to do affiliate marketing on the English market???????
What would u do in this situation??
