High pr network -relevant sites vs. high pr sites?

Hi,
I'm in the process of building my high pr domain network.
I've been quickly snatching some PR5, PR6 domains that could rank anything.

My question is this:
Lets say i have client in construction niche. Should I buy up the pr2,3,4 sites i see that have any construction related word in the domain name and link to client? Or should i continue spend money on PR5,PR6 domains with unrelated domain names and make it a general site and link back to my construction client?

High PR or relevancy? Which performs better?

    Create a pyramid of sites like I have with my network. Here's an idea..

    Purchase 10 PR4-PR6 sites.

    Purchase 30 PR3-PR6 sites.

    Use the 10 sites to link to the 30 sites. Use the 30 sites to link to your batch of money-making domains. Increase the list of 10-domains as and when you find great domains, and keep adding to both lists as you go along.

    I've found this to work outstandingly well, and Penguin hasn't touched any layer of my sites.

    Edit: On the initial 10-sites, I link to 8-10 of my other sites on each domain.

    You do not need to worry about having a keyword in the domain, just have the content be related to the niche.
