Buying domain/website on flippa - Advice needed

Hi,
I want to buy domain or website on flippa.
I´m looking for Pr3+ and I think I need to pay 100-200 usd after looking some sale for few days.
The problem is that I dont know how to check if the domain truly has this value of Pr3 or more for sure.

Can any one here list up how to make sure you are buying what is listed.
I dont have any paid software to analyze

Also if I buy domain with website content. What of below give better result ?
1 direct the domain to my website
2 Add my content that is related to my niche and add link to my niche site

    If you are looking to buy high PR domains Flippa is a bad choice. You're going to pay a lot more on flippa then if you just looked at register compass, godaddy auctions or something similar.

        Go the Open Site Explorer and type in the URL. After that you will get a list of some of the backlinks pointing to the site. Check some of the URL's, see if they are blog comments or contextual links from articles. Furthermore, check what kind of PR does the backlinks have. If they look legit, the PR is legit as well.

        FYI, you can build up PR3 just through blog comments as well, but it's not as strong as the PR3 that has links from reputable sites/articles/resources.

        The PR3 with blog comments and spam links is not worth much, maybe $30 (heck I wouldn't even buy it)
        The PR3 with strong links can go up to $200
