Can Someone Explain this to me?

Hey,

I am examining my local search competition and and having a hard time understanding why Salon Jamie in Fargo is ranking for a local search keyword like "hair salons in fargo nd". If you look at the site from what I can tell there really isn't an seo wow factor and there is a giant cluster of keywords sitting on the middle of the page. Didn't stuff like this get axed? The most frustrating part is the top 7 google local box. This site always seems to show up in there. Most of the most popular keywords are gaining them a page 2 spot but alot of the lower traffic keywords they are getting up on page 1. Any thought as to why?

    • I was asking about just ranking in general and said the site was on the second page. Was more questioning the google local 7 box?
