I would just Like to know what SEO technique might work better. I have a site with just over 4K backlinks. Some of these links may be considered spammy. I am wondering if I should spend time trying to delete these low quality links, or build high quality new ones?

Remove some(only all if possible) of them and build new quality backlinks.

If you can't remove your old links then you can create new links to neutralize the effect. Varying anchor text.. etc.

    Good luck removing 4000 links
I advise you to start from fresh and avoid automated tools and all sorts of links that you can get too easy.

If the case is you have 4k links total, not 4k poor links, I think you can focus on both deleting low-quality links and building new ones.

The former is not a daunting process if you organize it properly. Here's what you could do:

Build the most complete list of your links that are currently on.

When it's about your site, GWT reports on more backlinks than any 3rd party backlink checker does.

Still, the problem with GWT is that it reports on ALL links you've ever had, which means lots of irrelevant data especially if your site has been around for a while.

To get a list of links that are on NOW, and that are potentially dangerous NOW, you can import GWT links into SEO SpyGlass:

SEO SpyGlass will check what links are still present. You'll remove the ones that no longer exist and work with relevant ones only, analyzing which are harmful.

You can do both at the same time. Delete low quality backlinks in a short time and build high quality links continuously.

If you site is less than 1 year old and have all the 4k links to 1 URL, Then I would really suggest you delete spammed links.

I would advice check Google webmasters and if you have directories links try to remove them.
