Multiple Domains and Duplicate Content is bad right?

This is not the typical I heard duplicate content is bad question. We all know it is.

However, I was doing market research for a client and came across one of his competitors websites. I then did a backlink check on the domain and the top 5 backlinks to the site were from domains with exactly the same content. Now it looks like the sites are built with wordpress and it looks like they are uniquely hosted domains with the domain names changed and meta data changed. But it looks to me like the site owner is willfully duplicating the same content and backlinking to each one with links in the footer.

Now I assume based on all that I have read this is a bad thing to do? My question is, is there any way to see what google thinks about these sites? Is google really penalizing these sites in it rankings or are these sites feeding link juice to each other.

The reason I ask is my client has 10 other domain names that he has purchased and I have told him that he should not use them as this may affect his SEO page rank.

Here are the domains I am talking about.
I Have Water Damage - Michigan - Grand Rapids MI - Florida
Statewide Disaster Restoration - Water Damage Cleanup Repair
Commercial Flooding Michigan | Water Damage Contractor MI
Water Damage Basement

    Upon further inspection I see that it look like there has been some effort to make the sites unique in some ways. Is a certain amount of variation in the site enough to get past googles duplication content checks?

    If the sites weren't grouped together by google you just helped them to do so by posting all the links in one post.

      Not only that, now the competition knows about OP (competition) from his server logs on multiple sites & soon to be what OP might be doing with his clients site/s.

      OP, remove those links & hope the competition doesn't check his incoming links/traffic.
