If you really mean database, no problem.
Just make sure a qualified person makes the transfer.
There are no guarantees, unless site is on the same server.
Good chance for success that way.

Now if you don't really mean database, then I can also
assume you have no idea what you are doing.

Instead of worrying about google, go do some learning.

The rest will fall into place.

Lack of knowledge of websites, servers, coding, etc. is one huge problem
with wannabe webmasters that seem to flock to the WF.

I know what you probably mean is using the same content, not
database. If your website got banned due to that, of course.

But getting banned by google is quite an accomplishment. You
haev to work at it. So, go learn what this stuff is all about
and your troubles will melt away. Too many people rely on some
guru in a cave and have no clue. Don't be the guy who knows
a guy. Be the guy who does not NEED to know a guy.

Of course you can. I recently did the same. I reskinned 12,000 pages from a ten year old website which suffered numerous backlink penalties onto a new domain.

So far in 48 hours Google has already included 80 pages in the index. I am not building any links to this site. I submitted it through GWT and used authorship from an established G+ account.

I checked for the titles in Google and the low competitions rank well already.

It's depent on your source website. If you use CMS eg: joomla, wordpress or drupal, you should find extentions to support.

On the other hand. I think you will need a coder. They will transfer your database and code to new website

If your site was banned due to site content than its no use by using the old database but if this is not the case, you can give it a try.
