Google keyword tool now Google keyword planner

I was so surprise today when i tried to use Google keyword tool but it redirected to Google Keyword planner... I would like to know how the keyword planner works because it look complicated to me.

          I am having issues with the new tool, it returns so many results that say "0" next to them when in fact there is search for these terms, i think this is because it looks at daily search volume, but some terms like foreclosure attorneys should have a ton of search but it still shows 10 monthly searches and "0" in the average CPC column... how is this supposed to help get a budget?

            It does not look at daily search volume. It is still monthly.

            foreclosure attorney says 390 searches with a CPC of $13.90.

            Not sure what you are doing, but you have something set wrong.
