I found a couple of good PR sites in a related niche. They have a resource page where they list other peoples sites, but they will only do this if you also list there site on your resources page. Do these link exchanges help with rankings? or would Google find out and penalize you?

Depends on the sites backlink profile. It sounds like junk links. PM me your niche and I can send you any sites I have.

Link exchanges don't carry any weight for SEO these days.

Google looks for natural links. Reciprocal linking is not natural.

Resource pages don't do very well, it's better to get an in context link. Some resource pages have so many spammy links Google doesn't even bother to index them anymore.

I wouldn't waste your time as the other say. Recipricol links where devalued along time ago

Your time would be better spent guest blogging for now, although the rumour is that will be devalued in the end but does help make your link profile look more natural if you get the links in the content and not in the bio.
