complaint about my customer site is on google top . when you search the domain in G

I have one customer , he has a site but some competitors are complaining about the site through a specific complaint site ,so when user try to find the domain , first on top it show the complaint site and then our domain ,
this complaint sites has make bad reputation about that site.
google.com show the compaint site on 4 to 5th number which is ok.
but google.com.tr (turkey) show it on first two result (while googling the my customer domain ). which is very bad.
i try to do some White seo techniques , creates some youtube videos , blogs etc, it gives result for some time . mean the complaint site goes to 4 some time 5th for some but for few hours , and then again its come to first top number.
i try to contact with the complaint site they say thier is long legal procedure for it. and after that if any one again complaint about the site they will post again , so in short its loss of money and time
So if you guys can suggest any way how to get rid of this problem ?
