Huge Discrepency between regular local search and Proxy Search (HMA)

I have a four-month-old client website I've done the on-page SEO for. The off-page (backlinks, articles, etc) were done very recently by a third party. I usually rely upon Hidemyass or proxify when I want to see how a client website is doing for keyword searches. I am currently seeing something I haven't seen before EVER: A Huge discrepancy between a regular local search, and one done through the Proxify or Hidemyass proxies.* By huge, I mean the number two spot above the 7-pack when done through proxy and can't be found at ALL in the regular local search. Of additional concern is that silver bar "current page is not ranked by google" is coming up on the google toolbar for this site.
My question: Is this proof that Penguin has hit the site, or could it be other unrelated factors? And if so what are those factors? If it has been hit by penguin, wouldn't it be reflected in a Proxy google search as well?

*Wait, of course I've seen this before, but the other way around: the ol' #1 in local search because the client has visited his own site a zillion times, but can't be found in a proxy search because it has no optimization whatsoever.
