Hidden div seo

I was just checking one of competitor backlinks , and find that my competitors has link from russian sites some of them from porn site and some them are hidden links . with all these tricks they are sitting on top.

Check the last link in last div on this page . div display none.

and the hidden div link all the sites which are on first page against the specific keyword.
So its look like the first page on google is own by one person for one keyword and he buy links from russian sites.

They are making 30k links in one month and i can make only 2k links max in one month.

Should i buy link ? if yes from where ?
or i just be simple and do manual directories submission blog commenting etc . ?

Another point of view:
May be These links are done my competitors to devalue them.?

    That type of link building might work, but it is exactly the stuff that Google is trying to prevent.

    If you do buy those type of links, don't come complaining here in 6 months when Google de-indexes your website...

    Manual directories and blog comments would most probably take you months maybe even years to beat them.

    Yes, Google is out hunting for sites like this but there is no estimate date when Google is going to fully crack down on link techniques like the one you are facing.

    To purchase their type of backlinks (if I understand you correctly you are referring to Russian blog networks), you can expect to be around $1-5 per link per month.
