Adsense hosted account, same freedom as the main account?

Hi all
I was having a bit of an issue with adsense. Adsense just wont approve my website, despite many attempts to work on privacy policy and all that. In a burst of anger, I decided to try out one of these websites that gets you an adsense account for a certain amount of cash. And I got one now.
When i logged in, i realized its a 'Hosted Account'. now will this hosted account be different from the usual, 'proper' account? which one suits my scenario better?
* Just hired someone to build me a brand new, adsense compliant website. Before i put on ads from adsense, Itll be good if I could decide which account to use.
