Cheapest links for ranking low competition keywords?

I am targeting some new low competition keywords.

For most of them, the top 10 results in Google don't even contain the exact keyword in the page file name. A lot of them don't even contain the exact keyword in the title of the page.

For this reason, I would like to just buy some cheap links to point at my pages, and hopefully I can rank highly with just a little bit of link juice.

What is an easy and cheap way to do this?

I don't know if I want to buy completely garbage links like automated profile backlinks which might actually get me penalized, but I was thinking maybe something like directory submissions. Do those still work?

    The criteria you mentioned for measuring competition is not enough on its own, I suggest you look at the backlinks, age etc too.

    Cheap links, no. Quality high PR links, yes.

    Maybe links wouldn't be required at all. Just start your well optimized site and it would be ranked. In case you need links build some blogspot sites or other web 2.0s or do some article directory submissions. If you don't want to waste any time give a well spun article to someone at fiverr who does a fully monty
