commenting on wordpress considered backlink?

can someone give me an answer please.. do you know if i comment on other peoples' wordpress blogs that it would be considered as backlinking? Is it worth the time? or would i be wasting time?

  I wouldn't say it's "completely" white hat -I say it depends on comment itself - comments like "great article" are spammy and useless, on the other hand, comment consisting of two -three paragraphs of useful ideas/reactions to the original post is good, because:
  Your link will be next to thematic text, which is very good
  
  Your comment won't be considered spammy (by both users and Google)
  
  If your comment is useful, more visitors click on your link, so you get both backlink AND traffic
  
  So it's win for everyone
