paying for directory links considered buying links?

is this spammy to google? i literally have no links, what can one recommend as far as a purely white hat strategy for link building.

    Don't pay for directory links, better spend it on something else. If you want, then you can submit on free directories with high pr.

    IMO you should start by free link building using directories, social sites and writing on squidoo or hubpages. Initially don't bother about the dofollow links but think traffic and try to work on reducing bounce rate. Then later on you can try any paid services or similar.

    Paid directory's charge a fee for "review" of your site. Although IMO Google doesn't consider that a "paid" link per se, they also don't give directory links much consideration. On my own sites, as long as it is a profitable one, I do use the big boy paid directories. Keep in mind, these are pretty expensive for the average site:

    STPT.com
    business.com
    yahoo directory
    BBB.org
    hotvsnot.com

    When it comes to SEO => Link Building either its gray hat or black hat if you try to create backlinks yourself for your website.
