"URLs indexed" doesn't equate to page content indexed?

On Google webmaster tools when your site dashboard says there are "1,000 URLs indexed," that doesn't necessarily mean that Google has optimized the meta tags of all these pages, right?

I ask this because I noticed that while Google has indexed a lot of my page URLs that are successfully searchable, that is, getting a hit from entering a direct URL of a page, when I search the title or meta descriptions of these pages I get nothing in return (even after checking all of the results).

Furthermore, on webmaster tools when I go to Google index > index status and see that there are only 200 "total indexed" pages, does this mean these are the only pages that have had their title and meta tags optimized? Hovering over the question mark near this number, Google states that these are the total number of URLs indexed.

Why are these numbers different then? Any advice would be greatly appreciated.
