Tier Link Building or Directly Linking [Case]

I have been doing some seo for some weeks about 2 I have sent a couple blogs about 60 with tier 1 and some tier 2 links to those tier 1.
My content on the website is unique, however there is a guy on my niche that has about 2 websites and both are almost the same with the same content he is doing directly linking and looks he just ranked an website on the first page of google recently
So he is just blasting and directly linking and ranking already. Even with duplicate content.
The keywords are low comp now the thing is it is really necessary doing a tier campaign?
