So my offline business authority site(which is in the fitness field) just got hit with a penalty so im assuming I have to start a new one. I also want to start an authority website that is in the fitness field but will not be concerned about ranking it locally for my services. All the articles on the sites can pretty much be the same.

Is there anyway I can do this with one website? Can I start an authority site: mynamedotcom and rank it for my local keywords as well?

The problem is I dont want to have mycity fitness for my on page seo for my homepage. I would just like to have it as a general fitness site. But could I somehow make this site rank locally without doing that? Maybe make an inner page or try to rank the about page locally or something? Or should i just make 2 sites? Hope this makes sense.

Anything is possible, think about restaurants that only have 1 location, and they have a website. You type in their name into Google and they pop up. Now what if they open 5 more locations in different areas, now when you type their name into Google, you will get the same results, maybe with some different location options, but all from the same website.

First of all,you should figure out why you got hit by google update.

      Spamy links ?
      Duplicated content ?
      Keyword stuffing ?
      Paid Links ?

As soon as you find out what was the penalty, try fix the problem, some penalties can be fixed in 1 month, others in 3 or 6 months,so while you wait the old site to be re-evaluated by Google, you can go and create a new website.

The worst that can happen would be that your old site will never rank again in Google, but your new website will.

The best that can happen would be that your new and old website will ranking high in Google.

English is not my born language,so I hope you understand what I just wrote.

Yes you can do that, just create optimized inner pages and make sure the content on each page is substantially different from the rest and have good internal linking, use wikipedia as an example
