    Most of the social bookmarking sites are nofollow. I would not recommend them for tier 2 as these will work as blocks for link juice. You can use article directories, web 2.0, dofollow wikis and blog comments etc. for tier 2. For tier 3 I would recommend you social bookmarks, wikis etc. which will help to index tier 2 backlinks.     Blog comments have done wonders for me, as tier 3 or 2 and even 1! the key is to use a great variation of generic keywords. and much more should be generic than with keyword in the anchor text. If your onpage seo is good, the "click here" anchor texts will get you to page 1 quickly

      Tier 1 - Manually submitted comments on moderated blogs. Niche-related in some cases. Non-niche related in other cases. Comments on new posts from high traffic, niche-related blogs if I want to drive some traffic back to my site.

      Tier 2 - I don't really bother.

      Tier 3 / 4 - Fire up Scrapebox.

    In my opinion..For Tier 2 you can use web 2,press release,article directories,social bookmark ,etc.. and For Tier 3 you can use Social Bookmarking, wiki and scrape box comment.
