Why hasnt this site been banned by Adsense

This site: hxxp://www.answergrab.com buys traffic from places like 7search, and sends it to a page with google search results- where it makes money from adsense.

it has zero content.

Why hasnt it been banned by adsense?

    I just looked and don't see what you're seeing. It's actually the beginning of a descent website. Looks new, but who ever is building it could be onto something if they put in the work.

    I landed on the website through a tier 3 search engine and the landing page was a google custom search. Every listing above the fold was an ad.

    Clearly it is a PPC arbitrage site. Is this something Google is ok with? because to me it seems like a super easy way to print a ton of money.

    I haven't done Google Custom search with Adsense for a while but I'm pretty sure I read that direct linking to a Custom Search query isn't allowed at least not while monetizing with Adsense directly on the Custom Search page results.

    I don't think there's a way someone could send traffic to a domain specific Google Custom Search page without breaking the TOS. The search query has to be done by traffic from a Google Custom Search box.

      What you describe as breaking the TOS is exactly what this site is doing. Do you think they are just running the risk and trying to make some money until they get caught?

        You mentioned 7search PPC ads in OP so I kinda doubt there's any other way than direct linking Google Custom Search search queries for the paid traffic, so it sounds like the webmaster is pushing his luck with Adsense.

        IMO it's a bad idea direct linking search queries for Custom Search. Just because someone else is getting away with violating a TOS doesn't mean it's a good idea. Probably a matter of time before Google/Adsense notices what's going on with direct linking keywords.

        All search queries must originate from individual human end users inputting data directly into a search box. You must send all queries exactly as entered, without editing, modifying, or filtering them. The search box should not be pre-populated with search terms, and publishers may not create links containing pre-populated search terms.
        That Google policy comment above is on a Google Developer web page, I think that's the same policy I read a few years ago when I was first setting up Google Custom Search for one of my sites.

    I'm sure if you can see the OP earnings report it's nothing to write home about.

    Where does he get the CPC from when it's not a keyword from custom search?

      The page is not linking directly, as far as I can tell. A user must
      search. If you are an adsense user, you too can setup custom search
      ads.

      I am too lazy to do any research, but this page might also be using
      google's custom search ads. You too can apply.

      The fact that the ads use the old ad format, makes me assume the
      site is using custom search ads. A little different than the plain
      custom ad search. You have to apply for it separately.

      But, like I said, I'm too lazy right now to figure it out.

      huh? i dont follow? he is buying traffic from 7search and sending it to a keyword specific google custom search where the top x number of listings are ads.
