How Can I Recover from an Internal Linking Over-optimization Penalty?

So I was changing up internal linking of a WP hosted using geo specific KWs (ie: Portland Plumbers & Portland Drain Cleaners) on Friday and over the weekend the rankings plummeted from minimum to nothing.


I feel that changing the internal linking to geo KWs caused Google to feel I was manipulating the SERPs but I just wanted to guide users to the correct page because there was not much internal interlinking done. I didn't know that changing the internal interlinking would affect the rankings in such a drastic fashion.
Does anyone have any solutions that can help me recover the rankings for a client?
