google penalty-Fix vs. open new domain

I have read various discussions regarding this matter but it seems there's no firm consensus on the best way to move forward after you get penalized by google.
options:
1. work on fixing the issues (unnatural links, spam, eyc)
2. open a new domain

from what I've seen the reconsideration process can be very long and there can be back and forth between google and the site owner. so it seems that not always you can get cleared after the 1st reconsideration and there's a big element of uncertainty regarding the time it will really take until you're cleared.
And once you're cleared you still need to work to get your ranking back up.

It seems that in cases where you aren't competing in super tough terms it makes sense to start a new domain. Especially if you have good quality content available. This is as there's less uncertainty regarding the time and outcome as opposed to the cleanup and reconsideration process and you can start using your good content immediately instead of waiting to be cleared by google and only then start.

I'd be happy to hear members' opinions.

    all i can give you idea is dont work with one website ... go on with 2 to 3 website so if 1 gets flop than you will have other as backup ..

    and if 1 gets fail than your sell wont go down .. and you can earn good with other and meanwhile you can also give time to fix the effected one ..

    that is what others are doing now a days in market ..

      @interactwithexpert – interesting approach but this needs to be done in a way that has no duplicate content and basically you need to maintain two different websites.

      With regards to removing the unnatural links I tend to agree with Simon Walker. It seems to me that there's a lot of uncertainty regarding the process. A thorough removal process may succeed in revoking the penalty after the 1st reconsideration but I have seen cases where people have invested time in removal but did not catch everything and have been declined and had to go through this again (and again...). Also, even after the penalty is removed it’s a process to rank back.

      In cases where the domain doesn't represent your brand (for example bmw.com) opening a new domain, deindexing the old pages and moving content to the new may bring faster results – in any case it seems to me it brings more clarity and less uncertainty to the process.
