First of all, find such keywords using SEMRUSH or Google adwords. Then, build nice content, feed the site a lot with quality content, Do some social sharing and get some bookmarks - Keep on updating your site (using blog), educate your visitors, Obviously Google will start to love you
[Of course, few links too needed, for that, you may go for theme links]

Done this before, but only works in larger cities. Also, not all keywords are location.

I stopped at the no caps, misplaced commas, lack of basic grammar and lack of basic grammar. That's it. I'm a nazi. A spelling nazi and a grammar Nazi.

    I QUIT's!

I've never seen a local phone review site.

It's so slap-dashed it's comically embarrassing. And it's apparently an account from 2010 - WTF?!

Yukon, my local offline phone company went down recently. They weren't getting enough reviews. They came to me pleading for keywords but I could only point them to the WSO section.

I guess, creating content of exceptional quality is still what works best for me. Just always keep an eye on the highest-ranking keywords related to your niche. Maintain relevance in everything that you publish and publish content regularly. As you might have already known, Google really considers relevant content when ranking pages.

Analise your keywords with keyword tool with good number of searches and low competition then build links from related country based websites which can help you to rank easily
