If you explain to Google that you did not buy those links and you are trying to get rid of it they will understand.The best way to do this is with the disavow tool or with a service that deals with removing bad links and negative seo's.

Use the disavow tool and include in it (in the required format found in the instructions) all the request emails with time and date stamps.

If you make the effort and include proof of it Google will normally listen.

Disavow it at the domain level that's an easy route. Or tell them that you're going to disavow and google would treat that site as spam then they may relent

The key here also is the extent of the link building you did in the past. One site, really no problem. If you got links from hundreds of site that were of low quality, that may be a problem that persists for quite some time.

If negative SEO worked, why not negative SEO right back?

Of course not.

Negative SEO does not work, unless your site is falling off of a cliff.
It just pushes you over the edge.

If your site was SEO'd properly, it would never get to the edge.

But again, for all of you who claim it works, works like a charm, and
that's why you've tanked, then why not pay them back with the same
thing? Or is that a complete waste of time? Exactly.

Although it is something that many offline SEO companies practice, not that they do neg SEO, but removing all the links that they placed is not that uncommon (and the end result is that the client drops hard in the rankings).

Remove your links or have someone do it for you.

I used a service that helped me get blogspot links removed after having a similar situation happen to me.

Did he create other links as well?

I believe in karma, someone helps me, I help them as well as someone kicks me - I kick them back...I DID NOT start the negative SEO. If you can help, it would be appreciated AND paid.
