Keywords - can anyone answer these for me please?

I am VERY new at this. Forgive the questions that most of you know - would appreciate your feedback on these
I have a website with a competitive keyword - funny stuff. Although I have these keywords all over my website, I don't rank for them. But I do rank for other keywords like "video share upload" which doesn't get me many pageviews.
I understand my strategy should be to use long-tail keywords first which are less competitive. I would then imagine that this will allow more pageviews and more natural back-links due to the exposure. Correct?
My questions to help me understand keywords better - this is where I need your advice, please.
1. When other (less competitive) keywords are used, I assume they will be (should be) used throughout the website as text on various pages - right?
2. Would it make sense to change my <title> and <description> to align with the less competitive keywords? Or should I keep them as my primary keywords and build long tail keywords around that?
3. I have seen some instances of people having 100's of keywords - would it be correct to say that these keywords are included throughout the many pages of that website? Would it be a good strategy to list of the related keywords and constantly use these keywords in the text throughout my website?
4. When people talk about changing keywords, I would take this as being keywords that are added to new text on their website and not a complete website change. Right?
