Getting quality traffic for a low cost/click?

Hello people,
So recently I've decided I'm going to give Adwords a try.
My budget isn't too expendable, so I am going to try to set up an adwords campaign. My goal is to spend, on average, between 4 to 6 cents per click. I did some research, and have discovered that it is required to set up an abundant amount of individual campaigns to target specific keywords.
I was wondering, what would be the best endeavor to proceed with to acquire high quality traffic with a cost in this approximate price range? I don't mind spending a lot of time setting up 100s or even 1000s of individual campaigns to achieve my goal.
Before, about 2 or so years ago, I was a newbie to internet marketing --and still am--, and thought I had to bid the recommended price. So I said, ok I'll pay a dollar to a dollar fifty per click, thing is the money added was gone in a day. I got quite a few leads, but not many -- and I made the mistake of not following up.
