I was just browsing fiverr and found few great gigs which are providing profile back-links from PR 8 to PR9 sites (its their domain rank not individual page rank.)

It is safe to order up to 20 of these HIGH PR links for penguin, panda, humming bird and bla bla?

which one is best WITH ANCHOR TEXT or WITHOUT ANCHOR TEXT?

This is the place to ask: Adsense / PPC / SEO Discussion Forum (though unfortunately, it's full of backlink-sellers who may tell you what a good idea this is). The reality is that it doesn't actually matter whether it's "safe" because there's no point in doing it anyway. It makes no sense at all to try to manipulate Google's SERP's algorithms in ways which they so publicly and consistently explain they're determined to identify and penalize. That isn't a way to build a business.

Meanwhile, these might help you, if you have time to look at them before this thread's moved/removed ...

Profile links are not all that effective anymore. Secondly after penguin 2 rollout Google looks at relevance of backlinks. High PR backlinks from sites that are in the same niche work really well.

  That doesn't make them any less crappy. Just a bunch of PR 0 links.
  
  Profile links are toxic to a website. Stay away from them.
  
  They do have one good use though. They are great for driving business to link removal companies.
