Adsense safe usage

hi every one,

thanks for stopping by , I have some questions about adsense , it would be nice if you can help . If some any person is disapproved / banned from adsense in past and apply again with quality website then :
1- Does is banned / disapproved IP will make any issue to get him approved again?
2- is it safe to use two adsense account from same IP? i know some one who is using two account having different name and address from same IP.

Once you are banned, you are banned for LIFE although i have heard people who got banned with a personal account re-signed up with a business account, don't know how true it is..

There are lots of business models you can actually develop skills for and make money from like affiliate marketing or offering your own services.
