Now that you are not able to Rank your blog better, you should forget about SEO. Start writing for human and not the bots trying to decide which content is informative for human. Share your article on Social Media, connect with other bloggers, write guest blogs, form a circle, let others know you own a blog, share informative posts, and write about what you love.

how many visitors is "too low"?

unfortunately if you don't have any traffic just posting articles will not get you ranking. you are essentially relying on others to share your content which in turn gets you back links. since you are not getting many visitors this will probably not happen.
