Different tools accessing different data centers

Why would 3 different tools access 3 different Google data centers. Market Samurai, Keyword Extreme 4, and Google Adwords Keyword Planner all gave me different results for search volume and CPC. I assume this is because they are talking to different data centers.
Are Market Samurai and Keyword Extreme acting as proxies and that is why I am getting different numbers.
I did this less than an hour ago, all from the same IP address, and using the same machine. Why would I be accessing 3 different regions.
Could this be what is slowing up the process so much. Sometime these tools just don't work. Is that because something is wrong when they dial home.
