Does content of Penguin hit site negatively affect the new domain if I move the entire site?

I have a penguin hit site. I have submitted the list of unnatural links with disavow tool. I am planning to move the entire site to a new domain if it does not work, but since the site quality is not great either I want to add more content regardless if I move the domain or not.

Now I am wondering if I should wait until I decide to move it or not before I add more content to it. My worry is that the content in this site would negatively affect the new site/domain if/when I move it. (Because the content was in the once penalized site).

My understanding is as long as you move the domain without 301, then you are safe, meaning it will be a fresh start. Is it right?

    It may not be right. Google could track content from domain to domain. Pretty much everyone, myself included, believes they wouldn't. However, if you are looking for certainty SEO is not the place.

      Thanks. Pretty much the last sentence summarizes why I am hesitating to add new content now to the current domain...

        Actually, I'd be more afraid of some sort of duplicate content issue. Google is really on the lookout for it and it wouldn't surprise me if they are checking against some sort of not up to date database.

    Penguin Penalty:
    The penalty from penguin is placed on your domains link profile, not its content.

    Duplicate Issue:
    Remove the content from Google index, then it is no longer duplicate content to Google.

    I don't know if your new site would fare any better than the current one as you might run into some kind of duplicate Panda penalty (considering the content was previously published). Though you might simply delete the pages on your current site and republish on the new site or use your current site pages to redirect to your new pages. And, that could avoid such a penalty. .

      Interested in some Google citation you have for that? I've never heard of anything like that, and would be very interest considering I moved a site a couple of months back (Not penalty) just to better domain name. I gave it a bit of time before republishing (7 days after de-index request) and haven't seen any problems in the site returning to previous rankings.

    If you aren't going to remove the links and just disavow and hope it works forget about it. That doesn't work. I would first suggest removing links and file disavow then fro links that could not be removed. If you are not willing to do that then just kill the domain now and wait till its no longer in Gogole's serps. Then start fresh domain with old content.

    Don't redirect your old domain though. Thats just asking for trouble.

    Thanks guys for your replies. I have already taken out all the links from my own sites.
    I'm not going to 301 redirect, and probably I will "no index no follow" the current domain so that people still can visit my old site from other source of traffic.

      You need to De-index the domain entirely in your WebMasterTools.
