BackLinks and Lawncare Local SEO

Hey guys, Im a Local SEO guy
I run a lawn care business and im new to the concept of backlinks. I focus on local citations and begining my content marketing, (backlinks)but Im seriously considering hiring somebody to do them for me. It seems that my top competior has 22 backlinks. However his website is static with no new content. I understand that the backlinks need a page rank for 2-8 to be considred good
1. My question is do the backlinks need to be revelant to my lawn care industry? If so, what mainly consists in a backlink warrior product package. In other words, how do I know if their package will benefit me, if my backlinks need to be revelant?
2. Whenever I look on the interent, I see these people who offer backlink packages, since Im tryin to rank for a certain city, does it matter what the backlinks are? Does it matter if they are revelant
3. I hear backling packages are bad, however whats the difference between buying a package or hiring somebody on elance or warrior fourms to do it.
