Quick technical question about Adsense

Hello people,

As we all know the quality of ads (high CPC) Google will put on your site depends heavily on your CTR.

Now I want to know if this is evaluated based on the total CTR of your Adsense account, or the CTR of every individual ad unit.

For example let's say I have a site with 3 different ad units in it, say one rectangle, one skyscraper and one horizontal ad.

I got 1000 visitors, the rectangle got clicked 15 times, the skyscraper got 10 clicks and the horizontal got 5 clicks.

Now my total CTR is 30/1000 = 3%.

But the CTR of each unit is lower because they were impressed the same amount as the entire site. For example the rectangle's CTR was 15/1000 = 1.5%

I wonder, if the CTR evaluated is on an ad/basis or an account/basis? When Google is deciding on which ads to display on say, the rectangle, will it say "this has a CTR of 3%" or "this has a CTR of 1.5%" ?
