Looking for an SEO AND Web designer in ONE

I am tired of liaising between SEO advisors and my web designer, especially since I am not an expert in either field.
Is there anyone out there who is very knowledgable at both CURRENT SEO (ie Hummingbird etc) AND can make the necessary changes to websites (HTML ones)?
A kind of 'hands-off', turn key solution for clients like myself?
If so, let me know who you are, your website link and rates etc.
