First, you need to NOT build any more spam links through forum signatures* and through other spamy ways. Once they are built, it gets hard to neutralize them especially when the source is out of your reach. Google's Link Disavow Tool doesn't work. So the only way to stay safe is to be cautious while building links.

Google's disavow tool is a joke and will only work if you try and remove links. I haven't seen a single case in which anything really happens with the disavow tool submission. Seems to me more like a way for Google to find unnatural link sources for manual penalties and algorithm updates.

It actually works cause I have used it to remove my penalty. It takes a while though. It took me almost a year before Google discounted those links completely. So if you have a penalty you should use it unless you don't care about the site then just build a new one and move on.

It works maybe not like you would want it to work but eventually Google does recrawl those urls in your disavow file and makes adjustments.

This sounds like the links that were in violation of your penalty were removed and or the algorithm was updated. I would not contribute success to the disavow tool a year after submission.

Think what you want but I had a manual penalty not an algorithmic one. I don't believe I would have gotten it revoked without using the disavow tool.

Ya that's because the links were removed, not to do with disavow tool.

You can never remove a manual penalty by using Google's disavow tool. That sort of ability would allow rampant abuse of Googl'es SERPS by allowing a backdoor into Google's results.

I don't think so. The links I could not remove were disavowed. In their last email to me before they revoked it Google provided another sample of links that I couldn't remove. So emailed them back saying I couldn't remove them because of this and that and the urls were added to the disavow file.

Next, I got the email saying the penalty was revoked.

I've removed over 500 URL's and at the end of the day rankings remain the same.

    Disavow Tool = Placebo

It is Google's answer to whiny webmasters complaining about negative SEO.

    It does absolutely nothing.

Disavow didn't help me. If you look at the instructions its basically google employees telling you to do their job for them for free. That should be googles job to stop spammers, not punish you and assume you are doing some sneaky linking with spam links. you cannot control who links to you randomly its the internet, so google does the lazy way and just pushes your ranking down bad for keywords, they also want YOU to do all the work by contacting these spammers or illegal linkers, like they are going to be cordial and remove those links, its like asking a bank robber please return the money and he goes back nicely. Asking thousands of sites to please remove links to your site is a waste of time.

If you got hit by panda or penguin its nearly impossible to recover your ranking.

Using the disavow tool alone is like admitting "I'm a spammer, and I want an easy way out of the penalty".

If the site in question has a fair amount of good links, and you clean up most of the link spam, and you disavow what's left - you might see a positive effect, but only after the next Penguin re-run.

However, if it's all bad links and you can afford to kill this site and just start over, you'd better consider this option. Quick half-measures won't work in this case.
