If I am promoting, lets say, a pest controller in New York and ONLY the city of New York.

the keyphrase I want to target is "pest controller new york" (this is not the real phrase or city btw)

What is the best way about this?

1) Write a lot of good keyword content about pests such as rats, mice and subtely drop in the keyword "New York" from time to time.

OR

2) Write a lot of good content about pests such as rats, mice and include MAINLY the
areas of New York like Queens, Bronx, Manhattan etc.

OR

3) Have dedicated sections of the site in footerlinks on the Hompage

All opinions welcome on which strategy would work best.

This is actually for my own SEO project!

I don't do SEO for payment. I would not have the patience trying to explain the vagaries of Google to paying customers.

i am honestly going to tell you that no one is going to share you strategy to you. SEO expert never share the strategy although most of the time the strategy changes as per industry and competition. I best suggest you hire some one who have good knowledge about SEO. Pay them and get the result.

With a big city like New York, I would think mapping some good head keywords like pest control new york to the homepage would be good. Then build individual pages for specific parts of the city. Link to them from your home page then build your pr link to the homepage first and a few to the inner pages. Never use link services here or anywhere. It isn't hard to get pr links if you're creative.

Create a home page for the city of New York and have back pages for all of the boroughs. As you build it out, move down to the major neighborhood levels.
