Seen quite a few sites that needed onpage adjustments due to tons of duplicate content, sometimes even spun content and that type of things.

Normally it was relatively easy to get such sites going again but lately I often don't notice any improvements after issue's are solved.

Talking about sites with clean back link profiles here, so can't be Penguin related.
