Looking for PR3 & up legal websites

I recently launched a lawsuit lead generation website for a friend/client and I want to find relevant backlinks. I am stumped as to what to say to a high PR site in exchange for a link back. Does anyone have any creative ideas?

    There's the Reciprocal links forum where you can "buy links to all niches" from several vendors. You ask for "barely legal" and they state their price, that's how it seems to work.

    Getting link exchange shouldn't be that hard if the other company is doing it. I'd bet that most aren't interested.

    instead of buying high PR links , create your own Private Blog Network with high PR and put your links on them
